Any necessary entry requires a separate confined-space assessment, suitable controls and emergency arrangements, and work affecting a watercourse may also need permission from the relevant authority.
What the cleaning can establish
We identify the accessible sections cleared and any obstruction or visible damage that remains. Removing debris or sediment can recover lost space, but it does not prove the culvert has enough hydraulic capacity for every storm. Continued high upstream levels may point to a restriction elsewhere in the drainage system.
We record any part of the barrel or outlet that could not be inspected or reached, rather than treating that section as clear.
