Cleaning is planned around current construction activity and vehicle movement, with inlet protection or settlement measures used where they reduce fresh sediment entering the drain. Pumped water and jetting washings need a suitable receiving arrangement. In England, RPS 261 applies only to qualifying temporary discharges of uncontaminated excavation water to surface water. It does not remove the legal requirement for a water-discharge activity permit; where all RPS conditions are met, the Environment Agency states that it will not normally take enforcement action for that permit breach. It does not cover contaminated washings, discharges to ground or groundwater, or another activity.
Cleaning before inspection or handover
We identify the pipe lengths cleaned and any obstruction that remains. Where CCTV inspection is required before acceptance, the drain should be prepared well enough for deposits not to hide the pipe wall. Cleaning findings remain separate from structural acceptance and from any permission needed for a permanent discharge.
As site layout and drainage connections change, inlet and settlement controls may need adjustment to limit new sediment entering cleaned drains.

Concrete washout needs a controlled route and must not be put into a gully by assumption.
Does pumping floodwater make discharge lawful?
No. The water quality, destination and required permissions still matter.
Should drains be surveyed before the work is signed off?
Where specified, a post-cleaning inspection can identify remaining deposits or damage.
Can ongoing works refill a cleaned drain with silt?
Yes. Upstream controls should be considered alongside cleaning.
Does water passing through prove the pipe is clean?
No. A narrow flow path can remain above settled deposits.
